On Friday 3rd May, the University of London voted to shut down ULU its students’ union. The University of London Union has been at the heart of student life in London for decades. It represents more than 120,000 students, and is the only London-wide representation that students have.

This decision has been taken after the outcome of an internal review. No student sat on the Review panel, and no student got a vote in the decision.

The University plans to turn this iconic building into a management-run student services centre, and cut out all funded student representation activity. In a climate of privatisation and cuts, this would set a dangerous precedent for university managers to attack and undermine democratic union structures.

It is really important that SOAS students engage with this issue. Our close proximity to ULU both politically and physically means its closure will effect us more than others. Not only will we lose access to many societies and sports teams but we may also lose our unified political voice.

As it stands SOAS management has pledged to give the entire ULU affiliation fee of £39,000 directly to SOAS SU. It will then be decided by the students union and the students within it as to what this money will be spent on. I.e whether to give it directly to a new pan-london Union or to spend it on our own facilities. This is a big questions and it need to be seriously debated.

Before we can have these discussion, however, we need to talk about ULU itself. Its potential destruction will have a huge impact on SOAS and the wider student community of the UoL.

Please come to this open meeting in the JCR on Thursday at 5pm to discuss the future of ULU and find out more about what’s going on.

UNION GENERAL MEETING MINUTES

SIXTH UNION GENERAL MEETING 2012 – 2013

Thursday 25th April, 2013

Union General Meeting conducted, organized & structured along the articles set forth in the SOAS Union Constitution – Schedule 1: Union General Meeting.

In accordance with the SOAS Constitution Schedule 1 – ‘Union General Meeting’, Article 8, the minutes of the UGM will be complied by the *Union Secretary, Omar Zaki.

*This position as a democratically elected member of the Union Executive no longer exists after implementation of the ‘Change to Students’ Union Sabbatical and Part Time Positions’ motion passed in EGM (04/02/2013) stating in clause, 3.3 ‘To remove the role of Union Secretary, and replace it with a paid member of staff’.

START OF MINUTES

A) Welcome

Chairman Aaron Kiely introduced the UGM and mentioned how it was a honor for him to Chair a SOAS UGM and how this was the last UGM of the 2012-2013 academic year.

B) Matters arising from previous UGM

A student filed a complaint to the Union about their ‘Commit to the spirit of the equalities act’ Motion which failed in the fifth UGM.

(See Fifth UGM Minutes, Section E – Motions, Motion 3)

C) Reports

I) Co-President of Finance & Communication – Harrison Coyte 

• Harrison spoke about this UGM being the last one and the great progress the Union made in this academic year. Harrison thanked the work of fellow Co-Presidents Keiko, Alex and the Executive team for their work.

II) Co-President of Sport & Societies – Keiko Ono 

• Keiko thanked her fellow Co-Presidents and Executive for the work done this year.
• Keiko thanked all the sports & societies for their tremendous works and victories of the sports societies. Keiko also mentioned her hope societies would continue activities into the summer (as SOAS will remain open).

III) Co-President of Welfare & Education – Alex Fulton

• Alex thanked her fellow Co-Presidents and Executive for the work done this year.
• Alex discussed the work made with the SOAS student charter and thanked those involved, she went on to add that the charter gives students more weight in their complaints.
• Alex Fulton requested a vote to be held on whether the Union accepts the proposed SOAS Student Charter.

Result of vote on charter: PASSED – OFFICIALLY ADOPTED

V) Union Secretary – Omar Zaki

• Omar Zaki informed students that Union Executive committee meetings were published on the SOAS Student Union website.
• He also expressed his pride in serving SOAS students in this academic year and that the Student Union Executive of 2012-2013 was perhaps the most effective, efficient and best ever.

4. Rename the Junior Common Room to ‘The Malcolm X Common Room’

Proposer Omar Zaki, accepted an amendment to allow for a referendum in which students suggest individuals for a online vote to allow the student body to vote on a individual to name the JCR after or to not the change the name at.

Therefore Article 3.1 is replaced from ‘To rename the Junior Common Room to ‘The Malcolm X Common Room’. To ‘To hold a online referendum where SOAS students can vote for an individual whom they want the JCR to be named after. Students will also have the right to vote for the JCR not to be changed. Students can submit names of individuals beforehand. In addition Articles 3.3 and 3.4 are removed from the motion.

Date of online referendum will be determined by the current, Co-President of Democracy & Education.

Result of vote on motion: PASSED

5. Redefine extremism

Result of vote on motion: PASSED

6. SOAS Spirit Reforms

7. The schools policy on occupations

Unfriendly amendment made to remove Article 3.1 – ‘To not act as intermediary in talks between management and students (unless specifically requested by the students).’

8. Expel member who continuously break union policy  

Result of vote on motion: FAILED

9. To support a yes vote in the referendum on Scottish independence

A consensus was made in the UGM that if this motion passed and the majority of the Scottish people voted to remain part of the United Kingdom that the motion would be contradict with the democratic decisions of the Scottish people. Therefore it was voted upon, that the Motion would respect the right of the Scottish people to self-determination, respecting whatever outcome of the future referendum. To reflect this unfriendly amendment was proposed to remove Article 3.1 – ‘To support a yes vote in the referendum on Scottish independence’.

10. Recognise and oppose the legacy of Thatcherism

Motion in its final version:   

This Union notes:
1.1 Margaret Thatcher passed away on 8 April.

3.1 To make the defense of the welfare state a priority campaign until austerity is defeated.
